Morgan, Deutsche Bank and Standard Chartered, targeting production from Q1 2027. No volumes published, so scale stays repeat.
What was announced
On 28 April 2021 DBS, J.P. Morgan and Temasek said they would build Partior, a blockchain and smart contract platform for payments, trade and foreign exchange settlement between banks, running around the clock with atomic settlement, meaning both legs of a trade complete together or not at all. It would start with USD and SGD flows for Singapore-based banks and expand to other markets and currencies, subject to regulatory approval. The founders said it built on their work in Project Ubin, the Monetary Authority of Singapore’s earlier blockchain payments project.
How it works
Partior runs a shared ledger on which member banks hold and move balances. Partior says tokenised commercial bank money is the settlement asset, with some banks acting as settlement banks for particular currencies, so settlement is tokenised-deposit. Only member banks connect, so access is whitelisted. Partior’s own pages describe a “unified ledger” but do not name the technology, so ledger is unknown. Whether the on-ledger balance or the settlement bank’s own books is the legal record is not published, so legal is unclear.
Record so far
The 2021 announcement set no dates. In November 2022 Standard Chartered invested and said it would be the first euro settlement bank. Its release said Partior was on track to broaden its currencies to a first slate of eight (USD, SGD, GBP, EUR, AUD, JPY, CNH and HKD) by 2023. That was not a commitment made at announcement, so it is not recorded as a claim, but it did not happen: Partior’s July 2024 funding release lists USD, EUR and SGD as live.
Partior’s own history dates general availability, with commercial flows in those three currencies, to 2023. Standard Chartered went live as euro settlement bank in May 2024 with payments between Hong Kong and Singapore. In June 2025 Partior said FX participants using OSTTRA and Baton could settle in tokenised commercial bank money. That is the first review: an open-ended service used by several banks, so production with repeat scale.
Deutsche Bank made its first euro payment on Partior in September 2025, with DBS as beneficiary. In September 2026 LSEG and Partior announced a multi-settlement bank service using LSEG Digital Settlement House trust accounts, in industry testing with J.P. Morgan, Deutsche Bank and Standard Chartered. Neither release gives volumes, so scale stays repeat.
What to watch
Production go-live of the LSEG service, targeted from the first quarter of 2027. Published volumes would move scale to sustained. New currencies beyond USD, EUR and SGD would show progress on the 2022 currency plan.
