Decisions

  1. Expanded

The FSA took on, as Payment Innovation Project case 3, a test led by DeCurret DCP with GMO Aozora Net Bank as representative bank of interbank settlement for DCJPY transfers between customers of different banks.

Review history

  1. Live Pilot

GMO Aozora Net Bank issued DCJPY and IIJ began paying in it for tokenised non-fossil certificates, which DCP lists as the network's first commercial service. One issuing bank and one business user.

    Evidence: dcjpy.com, gmo-aozora.com, dcjpy.com

  2. Live Pilot

GMO Aozora remains the only bank issuing DCJPY in published sources. The interbank settlement test, with 43 participants as of August 2026, has not yet added an issuing bank. No volumes are published, so scale stays single.

What was announced

On 28 August 2024 DeCurret DCP, GMO Aozora Net Bank and Internet Initiative Japan (IIJ) said IIJ had begun recording non-fossil energy certificates as digital assets on the DCJPY network and paying for them in DCJPY issued by GMO Aozora Net Bank. DeCurret DCP had released the network’s system for production verification in July 2024. GMO Aozora said it takes the role of DCJPY’s issuing bank as part of its banking-as-a-service business.

How it works

DCJPY is a bank deposit tokenised on a blockchain; DeCurret DCP says it can be issued, transferred and redeemed on the DCJPY network. The network has a financial zone, where issuing banks manage DCJPY, and business zones, where companies run applications such as IIJ’s certificates. A security report by the Digital Currency Forum, the industry group DeCurret DCP hosts, says the ledger is currently planned to be Hyperledger Besu, a consortium chain with a limited set of nodes, so ledger is private-evm; the report states a plan, not a confirmed deployment. One bank issues DCJPY, so settlement is tokenised-deposit and access is closed. Whether the token or the bank’s deposit ledger is the legal record is not stated in the sources read, so legal is unclear.

Record so far

The first commercial use started on 28 August 2024. On 3 April 2026 the Financial Services Agency took on, as the third case in its Payment Innovation Project, a test by DeCurret DCP, GMO Aozora Net Bank and ABeam Consulting of interbank settlement for DCJPY transfers between customers of different banks. On 26 August 2026 DCP, as DeCurret DCP now names itself, said 43 companies had joined that test, and that full testing began on 20 August. No issuance volumes have been published.

For Ethereum

If the DCJPY network runs on Besu as planned, DCJPY is a tokenised deposit in Ethereum’s execution environment on a closed consortium chain. That makes the technical connection easier: the same contract standards, tooling and wallets work on public EVM chains, and DCP has agreed with SBI Shinsei Bank and Partior to study linking DCJPY to Partior’s network. The technology is not what keeps DCJPY off public chains, though. DCJPY is a bank deposit, held only through an issuing bank and a business zone, and its legal form and the issuing bank’s obligations stay the same whatever the ledger runs. The Partior link would connect DCJPY to another permissioned network, not to a public one, and no DCP document addresses public-chain connection.

What to watch

A second issuing bank; Japan Post Bank has been reported to plan one, but no primary announcement has been found. Results of the interbank settlement test. Published volumes would move scale.
